Medical Surgical Prime Vendor (MSPV) is a collection of contract vehicles that enable the Department of Veterans Affairs (VA) to streamline supply chain management for an array of Medical, Surgical, Dental, Lab, and Environmental Management Supplies (EMS).
The Medical Surgical Prime Vendor (MSPV) Program is the Department of Veterans Affairs (VA) primary means for purchasing medical supplies. It achieves long term savings for VA Medical Centers and other government agencies by combining a “just in time” logistics approach with strategic sourcing and volume buying for Med-Surg supply needs.
The MSPV program operates through a robust distribution program that relies on supplies provided by the BPA holders, and distribution provided by the Prime Vendors (PVs). Currently there are three Prime Vendors with territories assigned by VISN. For those not familiar with VISN breakdowns, the following visual provides a visual of the prime vendor regions:

Recently, Owens & Minor and McKesson were awarded as additional Prime Vendors, although the updated VISN territories have not yet been published.
ADCO currently holds multiple BPA (blanket purchase agreements) as a part of MSPV within the Audiology, ENT, Speech Language Pathology, Operating, and Patient Exam categories. This information is specific to our active BPA’s and is subject to change. Please contact Abby Armijo for the most recent information on a specific category.
Timeline
BPAs operate on a 5-year timeframe. The majority of our BPA’s will renew in 2027
Prime Vendors
ADCO is currently actively working with Concordance, Medline and Cardinal Health through EDI integration. Agreements with Owens & Minor and McKesson have been signed by are pending updates from the VA contracting team.
Fulfillment Requirements
The MSPV program requires immediate fulfillment on all PO’s. Products on our MSPV BPAs are stocked in our warehouse in quantities needed to fulfill average order volume. Our manufacturing partners are expected to provide timely information on anticipated backorders and delays that could impact our ability to fulfill MSPV orders in advance.
New Products
Adding products to MSPV requires proof of existing demand within the VA Healthcare System, or submission to a product review board for determination of need. Please note that MSPV requires all products be TAA compliant – no products will be considered that do not meet this requirement.
