Medical Surgical Prime Vendor (MSPV) is a collection of contract vehicles that enable the Department of Veterans Affairs (VA) to streamline supply chain management for an array of Medical, Surgical, Dental, Lab, and Environmental Management Supplies (EMS). 

In accordance with VA Directive 1761, use of this program is mandatory within the VA Healthcare System.

– TAA Requirement
– Manufacturing partners signed both a distribution agreement with ADCO as well as an ADL (authorized distributor letter), in addition to exclusivity on most items

Inclusion Requirements:

MSPV inclusion threshold: For an item to be included on the VA MSPV program, that item must reach one of these qualifying thresholds—

$20k in sales, or
25 individual VA sites ordering, or
100 unique orders to VA sites

Can products be ADDED to this contract?

Yes, if a product meets the requirements for inclusion listed above a product may be added to the MSPV contract.

Is TAA Compliance mandatory on this contract?

Yes – products are never considered for inclusion if they are not TAA compliant.

Can prices be modified on this contract?

No. This is a firm, fixed price contract which means pricing may NOT be modified post-award for any reason. Even during COVID, pricing could not be modified despite the circumstances. This is why the pricing you provide to ADCO must be honored for a minimum of 5 years, as we CANNOT modify our pricing on contract during the term.

Yes, prices can be modified annually within the limits of price reasonableness. Pricing on this contract must be better than pricing that is commercially available.

Why does ADCO require exclusivity?

Over the years, ADCO has evolved primarily into a distributor serving the federal marketplace. This focus requires efforts, expenses and risks that do not occur in other types of businesses. As such, we no longer work with manufacturers who do not view our efforts as that of a true partner. We align ourselves with brands looking for long-term partnerships, sustainable growth and a mutually beneficial relationship.

ADCO Fully intends to renew our BPA after the current contract terms expires.
